1. Introduction
This document described the purpose of the dossier and how it is connected to the timeline.
To manage a dossier depends on the following factors:
- Purpose of the dossier
- Timeline
- Process type
- Phase
- Process type
- Role of the user
2. Purpose of the dossier:
One of the main factors in deciding the purpose of the dossier in order to choose the process type:
- Placing path request
- Checking the feasibility of the path request
- Update of the allocated path
- Offer prepared paths
3. Access control by timeline
The rules established in the PCS are based on the timeline of the international timetabling process.
3.1 Process type
PCS processes are timeline-driven based on the calendar year e.g.: the Late Path Request process starts after the New Path Request deadline date from mid-April until mid-October.
PCS supports various process types that require different actions. There are some actions that are not available in all process types e.g., in the Ad-hoc process type can jump over phases and reach the Active Timetable phase earlier.
3.2 Phase
Each process type consists of specific phases, therefore we can say that the phases are also timeline-driven, depending on the calendar when the action wants to be triggered in the dossier in which phase e.g.: in the new path request process type the specific deadline date is defined for applicants submitting the path request until mid-April. Once this date has passed, cannot go back in time.
In various phases, users have different access rights to manage the dossier depending on the type of the company they are registered with (Applicant/IM/C-OSS) e.g. in the harmonization phase when the applicants preparing the path request IMs do not know that the request exists, do not have access rights at all. Each phase has its access rights and can edit or read the dossiers what updates were made.
3.3 Role-based access control
The role of the user allows the different steps of PCS to manipulate the dossier. It also depends on the company’s involvement throughout the path request process.
A company can be involved as responsible or with a leading role. In PCS the leading entities have the access rights to press the action buttons on control to manage the dossier further.
Dossier management operations can be performed in the control menu of a specific dossier, or they can also be performed using the bulk changes function.
Most actions directly depend on the status of the agreement in the dossier (green lights), indicated by the acceptance indicators (lights) status e.g. some of the automatic actions as promotions are done only with green lights if all of the involved parties show their agreement like “agree what is written in”.
In summary, some dossier operations are allowed during a specific period or until/after a specific date in the year of the timetable along with the type of company and the role of the person involved.
